MAYOR’S MESSAGE

Thank You
I would like to thank our City Administrator, Bruce Leonard, and all of the City Staff and employees that have made it possible to complete the many projects that were outlined in the State of the City address.  Our 25 year plan of capital improvement projects that was created for our utilities, streets, parks, emergency services and other capital items has been a great tool to manage the useful life of our infrastructure.  As we begin the budget process for next year, we will continue to be fiscally responsible and continue to improve our City. 

I would also like thank our Public Works employees for a great job on the snow removal.  They worked many overtime hours, often working through the night and weekends to keep our roads plowed and safe.  Thank you!


Green Waste/Recycling Facility
By the time you receive this newsletter, the new location of the Green Waste and Recycling Facility should be open.  The new hours will be from 6:00 a.m. to 9:00 p.m. for drop-off of green waste and recyclable materials.  There will be an automated gate that will open at 6:00 a.m. and close at 9:00 p.m.  The new site will be open to the public for product sales Wednesday through Friday from 10:30 a.m. to 6:00 p.m. and Saturday from 8:30 a.m. to 5:00 p.m.  As mentioned before, the new facility is located on the north side of the Wastewater Treatment Plant at 820 North 1200 West (Watery Lane). This has always been a very desirable service for residents.  The new facility will improve the services and reduce the overall operational expense.  Questions may be directed to the Public Works Office at 435-734-6615.

Grant Funding for Flood Control
We received FEMA funds last year of $160,000 with a 25% match to repair and to mitigate future flooding issues.  The Mantua diversion structure was repaired, Mayor’s Pond was cleaned out, and work on the west side of Box Elder Creek was performed with the funds.  We have recently received notice of a mitigation grant to repair the Mantua feeder canal and replace some culverts.  The grant is for $425,000 with a 25% match.  These repairs and mitigation efforts will improve the control of filling and bypassing the reservoir to greatly enhance the control of the spring runoff.  Additional snow poles have also been installed to more accurately measure the amount of snow.  Engineering calculations now provide the amount of moisture content available in the snow pack and how much can be put into the reservoir for irrigation versus how much must be released early down Box Elder Creek to prevent flooding.

Sports Complex
Four multi use fields (soccer, lacrosse, rugby and football) have been completed at 1200 West just south of 400 South.  The area has been referred to as an eventual Sport’s Complex.  Sod was laid late last fall and lights installed.  The fields should be available this spring if the sod is stable.  The Recreation Department has determined that they could have up to ten tournaments per year with 20 teams at each tournament on these fields.  The figures show that there is a significant economic impact to the community in the amount of money spent for lodging, gas, food, etc.

Economic Development
We have seen an improvement in the economy and progress on economic development projects.  Hopefully sequestration and other issues will not create further unemployment and economic downturn in the area

HyperComp and Vexxel, located in the old X-20 building on the north end of the city, have hired several engineers and technicians to start production of pressurized natural gas tanks.  Many other manufacturing businesses have been hiring as well.  Project Cogburn (chicken processing plant) is still interested in locating in Brigham City and we are optimistic that they can go forward in the near future.  The Utah State University building has been presented to the Utah Legislature for funding.  We look forward to a positive result.

We continue to make progress on the concept of a Downtown Hotel and Community Center.  I personally feel that we need a draw to come to the downtown area.  A convention and community center with a hotel that can bring people here for meetings, receptions, arts, and other events will benefit the businesses, city and county.  Since 1998 the City has invested money to clean up the downtown area and make it ready for development.

I have formed a task force to review the Academy Square/Downtown Hotel Project.  The task force members are Steve Vincent (Chair), Tyler Anderson, Ron Germer, Gary Bywater, Brad Mortensen, Karen Cronin (School Board Member), LuAnn Adams (County Commissioner), and Mark Thompson (City Council Member).  They have been briefed on all details of the project and have met with Western States Lodging.  If you have questions, I am sure any of them would be glad to talk with you.  They will report their recommendations to City Council.

Park Bowery Reservations

Park bowery reservations are now underway for the summer season which runs Memorial Day Weekend through September 30.  Reservations can be made in person at the Recreation Office, located at 641 East 200 North, or online at www.brighamcity.utah.gov

 

under the “Residents” tab at the top.  Fees must be paid before the reservation is calendared.  Please note that electricity is only available at John Adams, Pioneer, and Rotary Constitution parks.  If you have any questions regarding reservations or amenities, please call (435)734-6610.

 

Cemetery Cleanup

The annual spring cleanup at the Brigham City Cemetery will begin on Monday, March 25.  All flowers and decorations not in permanent containers and those in containers that are wilted, damaged or faded will be removed. All Christmas decorations (including poinsettias) will also be removed. Spring clean-up is done annually in preparation for Easter decorating.  Patrons bringing decorations for spring or for the rest of the year should wait until the cleanup is completed before freshening up displays.  

Spring Cleanup
Spring Cleanup, which consists of an extra trash pickup day each week, will begin on Monday, April 1, and run through Friday, April 26.  Residents may place their trash can out the day after their normal waste collection to receive an extra pickup during the week.  Green waste pickup begins on Monday, April 29.

 

City Pride Cleanup
Many of us look forward to the annual City Pride Cleanup as a time to de-clutter our homes and our yards.  Dumpsters will be made available to the public from May 4-May 12 to dispose of items.  More information will be available in the BENJ as this date approaches.

2013 Election News
The filing period for the Brigham City November election begins June 3. This year the mayor position and two four-year term councilmember positions are open. The filing period begins June 3 and ends June 7 at 5:00 p.m. Each person seeking to become a candidate for office must file a Declaration of Candidacy in person with the City Recorder at 20 North Main. Office hours are 8:00 a.m. to 5:00 p.m.  There is no filing fee.  No applications can be received after 5:00 p.m. on June 7. Any questions should be directed to Mary Kate Christensen at (435) 734-6621.  

Qualifications for a candidate are:

     1.  Be a United States citizen.
       2.  Be at least 18 years old.
       3.  Be a resident of the municipality for at least 365 consecutive days immediately preceding date of the election.
       4.  Be a registered voter of the municipality.
       5.  Cannot be a convicted felon.
