Storage Building Located in Brigham City, Utah

DESCRIPTION OF WORK: Construction of a three-sided clear span steel storage building measuring 80’ in length, 50’ in width, and 26’ clearance height, not including the eaves; single slope 1/12 roof; 6’ concrete retaining walls, above grade, on three sides.

RECEIPT OF BIDS: Sealed bids must be placed in a sealed envelope clearly marked “Storage Building.” Sealed bids will be received at the office of the City Recorder at 20 North Main Street, Brigham City Utah until 4:00 pm on December 1, 2016. No faxed or emailed bids will be accepted.

LOCATION OF WORK: The work is located at 980 West Forest Street, Brigham City, Utah.

COMPLETION OF WORK: All work covered shall be completed on or before March 31, 2017. 

OPENING OF BIDS:  The bids will be opened at 4:00 pm on December 1, 2016 at Brigham City Offices, 20 North Main Street.

BIDDER INSTRUCTIONS: Bidders must attend a Pre-Bid meeting to be held on November 16, 2016 at 10:00 a.m. in the Council Chambers at 20 North Main. Bidder instructions can be found following this Advertisement for Bid.

BID SECURITY: No bid bond is required for this contract; however, the successful bidder will be required to obtain a performance bond equal to 100% of the bid price.

WAITING PERIOD BEFORE AWARD: A waiting period of thirty (30) calendar days from the date of opening of bids to the award of contract may be required. Bidder shall assume full responsibility for and shall guarantee the bid price during this period and make certain the time period is stated in and does not restrict the proposal guarantee.

PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Facilities Manager at 435-734-6618. 

OWNER'S RIGHTS RESERVED: The owner reserves the right to reject any or all bids, to waive informality in a bid, and to make awards in the interest of the owner.

Proposals must be made on generic forms including unit price, quantities and total.

The bidder shall sign his name on the proposal submitted.  If the proposal is made by a partnership or corporation, the name and address of the partnership or corporation shall be shown.  If the proposal is made by a partnership, it must be acknowledged by one of the partners; if made by a corporation, by one of the officers. 


Before making a proposal, the bidder may examine the site of the work and determine for himself the existing conditions and the extent of which they will affect the proposal.  Failure to do so will not relieve him from performing the work in strict accordance with the project plans.

No statement made by the owner, or its officers, agents of employees pertaining to the site of the work or the conditions under which the work must be performed will be binding on the owner.


Each proposal shall be completely sealed in a package, marked with the name and address of the bidder and the name of the project. The proposal must be delivered to the place named in the official advertisement and before the specified time.


Change in a proposal already delivered will be permitted only if the request for the privilege of making such modification is made in writing, signed by the bidder and the specific modification itself is stated prior to the scheduled closing time for the receipt of proposals.  To be effective, every modification must be made in writing over the signature of the bidder.  No other form or procedure will be acceptable.


A proposal may be withdrawn prior to scheduled closing time if the bidder appears in person, or upon his telegraphic or written request. A telephoned request for withdrawal will not be recognized for this purpose.  No bidder will be permitted to withdraw his proposal after the scheduled closing time for filing bids, unless the contract has not been awarded before the expiration of the thirty day period immediately following the proposal submittal date. Bids received after the scheduled closing time will be returned to the bidder unopened.


All proposals received prior to the scheduled closing time and which are not withdrawn as above provided will be opened and read even though there may be irregularities or informalities therein, except that any proposal which is not signed will not be read and will be rejected without consideration.

The owner reserves the right before or after opening, to reject any or all proposals or to waive any informalities therein if it is believed that the best interests of the owner will be served thereby.


The contract will either be awarded or all proposals rejected within thirty (30) calendar days of the opening. The owner is not required to award to the lowest bidder, but will consider a combination of innovativeness, pricing and delivery as awarding factors.  Alternate bid items may be considered in the award of the contract.


If any person contemplating submitting a proposal is in doubt as to the true meaning of any part of the described work, he may submit to the Public Works Director a written request for an interpretation or correction thereof and to be given consideration.  The person submitting the request will be responsible for its prompt delivery.

  • Bidder is responsible to provide building drawings and plans for owner to review.
  • Bidder is responsible to provide engineering where appropriate.
  • Site preparation and grading will not be included in this Bid.  The rough graded site will be delivered to the contractor within 8” of finished floor elevation.
  • Successful bidder is required to be flexible to add or delete items from bid per instruction from owner.
  • Change orders shall be submitted and approved in writing before work is complete.
