Brigham City Announces Police Chief Finalists

Brigham City, UT, June 22, 2015 – Brigham City Corporation announces the selection of five (5) candidates to interview for the Police Chief position.

The public is invited to meet the candidates at a reception on Tuesday, July 14 from 5:30-7:30 p.m. at the Brigham City Community Center, 24 N 300 W, Brigham City.

Candidate interviews will be held on Wednesday, July 15, 2015. The five (5) candidates are:

Keith McPheeters has served the City of Farmington, New Mexico, Police Department since 1991 and has been Deputy Chief of Police for the past four years. Mr. McPheeters has an associate degree in General Studies from Ricks College, Rexburg, Idaho, a bachelor's degree in Criminal Justice from Excelsior College, Albany, New York, and he is a graduate of the FBI National Academy.

Harold Minch has been with the Collier County Sheriff's Office, Naples, Florida, since 1994 and has served as Captain of the Organized Crime Division since 2013. He has also been a Deputy Sheriff for Alachua County Sheriff's Office, Gainesville, Florida, for three years, and a Sergeant for the Delray Beach, Florida, Police Department for four years. Mr. Minch has a bachelor's degree in Political Science from the University of Florida and a master's degree in Public Administration from Central Michigan University.

Michael Nelsen has served the Brigham City, Utah, Police Department since 1979 and he is currently the Interim Chief of Police. Mr. Nelsen has an associate degree in Pre-Law from Ricks College, Rexburg, Idaho, a bachelor's degree in Criminal Justice Administration from Brigham Young University, Provo, Utah, and he is a graduate of the FBI Command College.

Jack Rickards has been Director of the Weber State University Law Enforcement Academy, Clearfield, Utah, since 2008. Prior to that he served the Salt Lake City, Utah, Police Department for 22 years, and served at the rank of Captain there for five years. Mr. Rickards has a bachelor's degree in Geology from Utah State University, a bachelor's degree in Geography from the University of Utah, a master's degree in Human Resource Management from Webster University, St. Louis, Missouri, and he is a graduate of the FBI Command College.

Mark Watkins is currently the Chief of Police for the Naples City, Utah, Police Department. He joined the department in 2003 as Assistant Chief of Police and he has been Chief of Police since 2008. He has also served as Undersheriff for the Daggett County Sheriff's Office, Utah, for over three years, a Sergeant for the Wellington City, Utah, Police Department from 1993-2000, and he was a Patrolman for the Helper City, Utah, Police Department for five years. Mr. Watkins has a bachelor's degree in Criminal Justice Administration from the University of Phoenix and is a graduate of the FBI Executive Command College.
