Powers and duties of the Library Board of Directors.

The public library shall be controlled by a board of directors. The board of directors may purchase or lease ground, lease or erect an appropriate building for the use of the library, appoint a librarian and necessary assistants and fix their compensation, remove such appointments at will and in general carry out the spirit and intent of the provisions of this chapter.

The board shall have the exclusive control of the expenditure of all money collected for the benefit of the library fund and of the construction of any library building and of the supervision, care and custody of the grounds, rooms and buildings constructed, leased or set apart for that purpose.
